In order to meet the growing demand of the international community for Chinese language education professionals, promote the development of Chinese language education in various countries around the world, and support the growth of international Chinese language education talents, the Center for Language Education and Cooperation of the Ministry of Education has established the International Chinese Language Teacher Scholarship, focusing on cultivating qualified overseas Chinese language teachers. As one of the receiving institutions, Harbin Engineering University welcomes Chinese language enthusiasts from all over the world to apply for the scholarship to study and pursue advanced studies in international Chinese language education and related majors at our university.
Founded in 1953, Harbin Engineering University is a national key university, one of the first batch of universities under the key construction of the "Project 211" and a university under the "Double First-Class" initiative. The university is the entrusted training institution for the "Chinese Government Atomic Energy Scholarship" program, the "Chinese Government Marine Scholarship" program, and the "Marie Curie Scholarship" program, and has been awarded the title of "Advanced Collective in Studying in China" by the China Association of Higher Education. The Confucius Institute of the university has won the title of "Advanced Confucius Institute" globally. 一、 申请条件Application Requirements
1. 非中国籍人士。
Be a non-Chinese citizen;
2. 对华友好，无违法犯罪记录，遵守中国政府的法律、 法规和学校的规章制度；
Be friendly to China, have no criminal record, abide by the laws and regulations of China and the rules and regulations of the Host Institution;
3. 身心健康，品学兼优；
Be in good physical and mental health, be in good academic and behavioral standing;
4. 有志于从事中文教育、教学及相关工作；

5. 年龄为 16-35 周岁（统一以 2026 年 9 月 1 日计）。在职中文教师放宽至 45 周岁，本科奖学金申请者一般不超过 25 周岁。
Be aged between 16 and 35 years on September 1, 2025. The maximum age limit for in-service Chinese language teachers may be extended to 45, but those who apply for a scholarship for a Bachelor's degree shall be younger than 25 under most circumstances.

In principle, applicants who have received a similar scholarship within three years are not eligible for the One-Semester Study Program or One-Year Study Program.
三、资助内容Scholarship Coverage
国际中文教师奖学金资助内容包括：学费、住宿费、生活费（四周奖学金生除外）、综合医疗保险费。其中，生活费标准为：本科生、一学年和一学期研修生人民币2500元/月； 国际中文教育专业硕士生人民币3000元/月。
Scholarship coverage includes: tuition, accommodation fees on campus, monthly living allowance(except for four-week study program scholarship), and comprehensive medical insurance.The monthly living allowance for undergraduate students,one-year study program students and one-semester study program students is RMB 2500 per month;that for master's students in International Chinese Language Education is RMB 3000 per person.
四、申请流程 Application Process
1. 申请人在网上申请前须联系、确定推荐机构，推荐机构类型有：
Applicants have to contact the recommending institutions before submitting an application online as follows:
①孔子学院或独立设置的孔子课堂；

②具有奖学金推荐权的汉语水平考试（HSK）考点；
HSK Test Hosting Organization Authorized for Scholarship Recommendation;
③中国驻外使（领）馆；
Chinese Embassies (Consulates);
④国外相关教育机构、 高校中文师范专业/中文院系；
Chinese language teaching major /Chinese Department of relevant foreign educational institutions and universities;
⑤国外有关中文教学行业组织 。
Overseas organizations related to the Chinese language teaching industry.
2. 网上申请 Apply online
①登录哈尔滨工程大学国际学生管理平台（https://hrbeu.at0086.cn）提交申请并支付报名费。
Log in to the International Student Management Platform of Harbin Engineering University (https://hrbeu.at0086.cn) to submit the application and pay the application fee.
②2026年3月1日起，申请者可登录中外语言交流合作中心网站（http://www.chinese.cn）注册个人账号，在线填写、提交报名表。
Online registration will be available from March 1, 2026 on the International Chinese language Teachers Scholarship website (http://www.chinese.cn),set up an individual account,submit application materials online.
3.参加线上面试，关注申请进程、审核意见与奖学金评审结果。申请人在申请过程中如需“推荐机构负责人的推荐信”，请与我校联系。
Participate in an online interview, pay attention to the application process, audit opinion and scholarship evaluation results. Applicants who need a recommendation letter during the process shall reach out to us by using the contact information at the end of this guide.
4.被录取的学生须严格按照录取通知书规定的报到时间，携带申请材料原件到哈尔滨工程大学办理注册、入学手续。 超过规定入学时间两周未办理入学注册手续者，视为自动放弃入学资格。
The admitted students must, in strict accordance with the registration time specified in the admission notice, bring the original application materials to Harbin Engineering University to complete the registration and enrollment procedures. Those who fail to complete the enrollment registration procedures more than two weeks beyond the specified enrollment time will be regarded as having automatically waived their admission qualifications.

五、 材料清单Application Documents
1. 护照照片页扫描件，未满18周岁的申请者，须提交在华法定监护人署名的委托证明文件。
Photocopy of passport photo page. Applicants under the age of 18 shall submit relevant legal documents of entrusted legal guardians in China.
2.HSK、HSKK（口语）成绩报告（有效期两年）。
Photocopies of HSK、HSKK score reports(valid for two years).
3.最高学历证明（毕业预期证明），在校学习成绩单。
Notarized highest education diploma attained(scheduled graduation proof), academic transcripts .
4.推荐机构负责人的推荐信。
Reference letter that is signed by the head of the recommendation agency.
5.在职汉语教师须附上就职机构出具的在职证明和推荐信。
The Chinese teacher shall submit an incumbency certificate issued by the employment agency and a letter of recommendation.
6.国际中文教育硕士须提供两名副教授以上职称导师的推荐信。提供毕业后拟任教机构工作协议者优先资助。
Applicants for the Scholarship for a Master's Degree in International Chinese Language Education are required to provide two reference letters from professors or associate professors. Priority will be given to applicants who may provide an employment contract with a teaching institution upon completing their studies in China.
六、关于在职教师汉语桥获奖者
Policies Regarding In-Service Chinese Language Teachers and Chinese Bridge Winners
①在职中文教师申请各类奖学金，可提供就职机构出具的在职证明和推荐信，同等条件下优先录取。
In-service Chinese language teachers applying for any scholarship category may submit proof of employment and a recommendation letter from their employer. These applicants will be given priority over equally qualified candidates.
②汉语桥获奖者在各类汉语桥比赛中获得 “国际中文教师奖学金证书”者，登录国际中文教师奖学金网站，凭奖学金证书向目标接收院校提交申请材料。如有问题，请咨询chinesebridge@chinese.cn。
Applicants who have received the International Chinese language Teachers Scholarship Certificate during Chinese Bridge competitions may submit their application documents along with their scholarship certificates to the Host Institutions directly on the International Chinese language Teachers Scholarship website. Students who fail to pass the pre-enrollment medical examination, withdraw from school before completing the program,fail to register at the university without prior permission, or suspend their studies will be disqualified for the scholarship.
