【哈尔滨工程大学】
哈尔滨工程大学始建于1953年，是中国首批“211工程”重点建设高校，经教育部批准设立研究生院，是国家优势学科创新平台项目建设高校，是首批入选“卓越工程师教育培养计划”高校，国家“双一流”建设高校。学校拥有孔子学院1个，是国际中文教师奖学金项目委托培养单位。
哈尔滨工程大学国际合作教育学院成立于2003年，20余年来，学院在来华国际学生培养、国际中文教育等方面取得了丰硕的办学成果，现开设国际中文教育硕士专业和汉语言文学本科专业，专兼职教师30余名。目前，在校国际学生人数已超过1100人，来自90多个国家。
【项目简介】
近年来，中国高等教育在科研创新体系构建、现代大学治理能力提升、行政效能优化等方面取得显著成效。QS世界大学排名数据显示，近五年中国入围前500强高校数量增长37%，印证了高等教育改革的卓越成果。随着"一带一路"倡议与中巴经济走廊建设的深入推进，中国高校的影响力在南亚地区大幅提升。在此背景下，巴基斯坦教育部正式启动"卓越学术伙伴计划"，拟分批选派高校骨干教师及管理人员赴华开展短期培训，旨在移植中国高校"双一流"建设经验，助力巴方完善学科评估体系，培育具备国际视野的管理团队。我校目前已成为指定接收培养单位之一，借助该项目进一步深化中巴教育合作，吸引更多国际学生来华留学。

【报名条件】
1.18-50岁非中国籍公民，来自巴基斯坦高校的教职工。
2.身体健康，品行端正，对中华文化和语言学习有浓厚兴趣。

1.无犯罪证明。
2.经公证的最高学历证明（中文或英文）。
3.经费担保证明。
4.外国人体格检查表。
5.经公证的在职证明（中文或英文）。
【申请流程】
1.申请人按照要求准备申请材料。
2.登录哈尔滨工程大学在线申请系统完成在线申请。
第一步，打开http//issp.hrbeu.edu.cn网站，进行在线注册。
第二步，注册成功，登录帐号进行入学申请。
第三步，依次选择“自费项目”，招生类别选择“普通进修生”，在招生项目列表中选择“短期研修”专业，接着选择“哈尔滨工程大学-巴基斯坦教师短期研修班”，然后按要求填写个人信息以及上传附件,确认“提交”。
3.等待招生审核。
4.招生审核通过后，入学完成报名注册。
5.缴纳学费。
6.确认缴费后，发放正式录取通知书。
【条件保障】
团组统一入住学校外专留学生双人间，房间内设有独立洗手间，配备网络、冷热水洗澡设施，公寓实行封闭管理，并制定严格巡视制度，确保安全。
外出统一安排车辆，车内卫生干净，配备空调，车辆有完善的保险手续，外出活动由专业导游负责讲解及引导。
公寓备有急救箱，校内建有校医院，紧急情况可直接送往医院，并有校方随团教师陪同。

Harbin Engineering University - Pakistan Faculty Short-Term Training Program
[Harbin Engineering University (HEU)]
Harbin Engineering University, established in 1953, is one of China’s first "Project 211" key universities. Approved by the Ministry of Education to establish a graduate school, it is a national innovation platform for advantageous disciplines and among the first institutions selected for the "Excellent Engineer Education and Training Program." Designated as a "Double First-Class" university under China’s national strategy, HEU hosts one Confucius Institute and is an authorized institution for the International Chinese Language Teachers Scholarship Program.
The College of International Cooperation Education at HEU, founded in 2003, has achieved remarkable results in international student education and Chinese language teaching over the past two decades. The college offers a Master’s program in International Chinese Education and a Bachelor’s program in Chinese Language and Literature, supported by over 30 full-time and part-time faculty members. Currently, HEU hosts more than 1,100 international students from over 90 countries.
[Program Overview]
In recent years, Chinese higher education has made significant strides in building innovative research systems, modernizing university governance, and enhancing administrative efficiency. According to QS World University Rankings, the number of Chinese universities ranked among the global top 500 has increased by 37% over the past five years, reflecting the success of higher education reforms. Against the backdrop of the Belt and Road Initiative and the deepening China-Pakistan Economic Corridor (CPEC) cooperation, Chinese universities have substantially expanded their influence in Central Asia.
To leverage these advancements, the Pakistani Ministry of Education has launched the "Outstanding Academic Partnership Program," which dispatches Pakistani faculty and administrators to Chinese universities for short-term training. The program aims to transfer China’s "Double First-Class" development experience, improve Pakistan’s disciplinary evaluation systems, and cultivate globally minded management teams. As a designated host institution, HEU will further strengthen China-Pakistan educational collaboration and attract more international students to China through this initiative.

Non-Chinese citizens aged 18–50, employed by Pakistani universities.
In good health, with exemplary conduct and a strong interest in Chinese culture and language learning.

[Application Process]
1. The applicant prepares the application materials as required.
2. Log in to the Harbin Engineering University online application system to complete the online application.
- Step 1: Go to the website http://issp.hrbeu.edu.cn and complete online registration.
- Step 2: After successful registration, log in to your account to apply for admission.
- Step 3: Select "Self-sponsored", choose "General Visiting Student" as the admission category, then select "Short-Term Training" from the program list and then select “HEU-HEC Faculty Short-Term Training Program”. Fill in personal information and upload the required attachments as instructed, then confirm and click "Submit."
3. Wait for the admission review.
4. Upon approval of the admission review, complete enrollment registration.
5. Pay the tuition fee.
6. After payment confirmation, the official admission notice will be issued.
[Facilities and Support]
Accommodation: Participants will reside in double-occupancy rooms at the university’s international faculty/student apartments, equipped with private bathrooms, internet access, and hot/cold water shower facilities. The apartments feature closed management and strict patrol systems to ensure safety.
Transportation: Group outings will use university-arranged vehicles with air conditioning, valid insurance, and professional tour guides.
Medical Support: Emergency kits are available in the apartments, and the university hospital provides immediate care. Staff will accompany participants in emergencies.
