Administrative Measures of Visa and Residence Permit for the international students in Harbin Engineering University (HEU)

In order to regulate the administration of the visa and residence permit for the international students, according to the Entry and Exist Administrative Measures for the aliens of the People’s Republic of China and the Detailed Implementation Rules for the Entry and Exist Administrative Measures for the aliens of the People’s Republic of China. The following measures have been formulated by integrating with the actual situation in our university.These measures would apply to the degree students, the preparatory students and Chinese Language Training Students who register to study in our college every semester and their (except Chinese Language Training Students) spouses and children.
1.    Registration
1.1 The international students should go to the International Students Accommodation       Office to register within 24 hours when they arrive in our university (HEU). And the teacher who is in charge of visa will go to the police station to register their accommodation according to the relevant regulations;
1.2 The international students should present the original valid passport and two pieces of two-inch photos for scanning and archiving when registering and the teacher who is in charge of visa will set up an electronic archive for every student;
1.3 The teacher who is in charge of visa will require the international students to apply for new visa according to the international students’ visa information. If there is no need to apply for new visa in a month, the teacher who is in charge of visa will paste a visa remind tags (both in Chinese and English) on the valid visa to label the visa application date for next time and explain the relevant visa application information.
2.    Qualification Examination for the Changes of the Visa and Residence Permit
2.1 The qualification examination for the changes of the visa and residence permit refers to   examine the relevant admission materials and the conditions of relevant fees paid and so to make sure whether the international student are qualified to do the visa extension, the   types of visa and the extension period. The qualification examination depends on the admission materials for the international students (provided by the international exchange & cooperative office), table of JW202 (provided by the international exchange & cooperative office) and payment receipts of tuition fee and accommodation fee, etc.;
2.2 The validity of visa and residence permitis in conformity with that of the admission material and the conditions of the relevant fees paid. But the valid date of visa and residence permit of the spring semester should not be later than 25 July and the autumn semester should not be later than January 25; that the Chinese Language Training Students can apply for
2.3 The validity of residence permit of the degree students and preparatory students should be no more than one year;
2.4 No residence permits for Chinese Language Training Students.
3. Application for Residence Permit3.1 The international students who hold the “X” visa should apply for residence permit within 7 days when arriving in our country;
3.2 The international students who hold the “F” visa and will study in our college for more than 6 months should apply for residence permit one month before the visa expires;
3.3 The international students should present the following materials:
a. The international students’ valid passport,
b. Payment receipts of tuition fee, accommodation fee and insurance fee,
c. The international students who live outside the university should provideAlien Lodging Registration Form”,
d. Two pieces of recent two-inch, bareheaded and full-faced photos,
e. The original copy of Examination and Verification of Physical Examination Record for Aliens issued by Entry-Exit Inspection and Quarantine Bureau of Hei Longjiang Province.
3.4 The teacher in charge of visa will submit the application materials to theExit-Entry Administration Department of Harbin police station within 10 working days after all the materials (including the qualification examination materials and the materials provided by the students) are ready.
4.    The Extension of Visa and Residence Permit
4.1 The international students who hold the “F” visa and will continue studying in HEU should apply to go through the visa extension procedures one month before the visa expires;
4.2 The international students should present the following materials:
a. The international students’ valid passport,
b. Two pieces of recent two-inch, bareheaded and full-faced photos,
c. The international students who live outside the university should provideAlien Lodging Registration Form”.
4.3 The teacher in charge of visa will submit the application materials to the Exit-Entry       Administration Department of Harbin police station within 10 working days after all the materials (including the qualification examination materials and the materials provided by the students) are ready.
5. Application for Re-entry Visa
5.1 The international students who hold the “F” visa should apply for re-entry visa before leaving China. Otherwise, he/she cannot entry again. And within 15 days before departure, the international students should apply for re-entry visa to the International Students Accommodation Office with a written opinion signed by the main administration president of the Chinese Language Training Students after they have gone through the leave procedures.
5.2 The international students in school who have got the residence permit by which they can entry again within the validity of the permit, and there is no need to apply for re-entry visa.
6. Visa Extension of the Spouses and Children of the International Students (except the    Chinese Language Training Students)
6.1 According to the requirements of the police station, the spouses and children less than 18 years old of the international students (except theChinese Language Training Students) can apply for the visa valid for 3 months and there is no limit of application number. But the date of validity of their visas should not be later than that of the student’s visa or residence permit;
6.2 The international students should go to International Students Accommodation Office to apply to go through the visa extension procedures one month before their family members’ visas expire. The international students should present the following materials:
a. The international students’ valid passport;
b. the valid passports of their accompanying relations;
c. Two pieces of recent two-inch, bareheaded and full-faced photos of their accompanying relations;
d. The spouse must also provide the marriage certificate and the children provide the relationship certificate. The certificates mentioned above issued by organizations abroad must be authenticated in Chinese by Chinese embassy in the country the accompanying relations come from;
e. The international students who live outside the university should provideAlien Lodging Registration Form”.
6.3 The teacher in charge of visa will submit the application materials to theExit-Entry       Administration Department of Harbin police station within 10 working days after all the materials (including the qualification examination materials and the materials provided by the students) are ready.
7. The Release of the New Visa
7.1 In order to further standardize the management of the international students’ visa, to grasp their visa information at the first time, our university have an agreement with the entry-exit Administration Department of Harbin police station which formulates that the passport of the international students, in principle, should not be fetched by themselves but by the teacher in charge of visa in our college. If it is necessary for the students to fetch their passport on their own, they should present the introduction letter issued by the college of international cooperative education. After receiving the passports, our college will scan and register the new visa.
7.2 the teacher in charge of visa will first paste a remind tags (both in Chinese and English) on the new visa to label the visa application date for next time and secondly inform the students to fetch their passports and tell them the details of the new visa and the date of visa application for next time etc. and the international students should confirm by signature.
8. To shorten or Cancel the Visa and Residence Permit
8.1 The visa and residence permit of the international undergraduate students can be shortened or cancelled in accordance with the documents signed by the Academic Affairs Office, international exchange & Cooperation Office and the College of International Cooperative Education.
8.2 The visa and residence permit of the masters and doctors can be shortened or cancelled in accordance with the documents signed by the Academic Affairs Office, international exchange Cooperation Office and the College of International Cooperative Education.
8.3 The visa and residence permit of the preparatory students can be shortened and cancelled in accordance with the documents signed by the Academic Affairs Office, international exchange Cooperation Office and the College of International Cooperative Education.
8.4 The visa and residence permit of the Chinese language training students can be shortened and cancelled in accordance with materials of College of International Cooperative Education.
8.5 The teacher in charge of visa will go to the Exit-entry Administration Department of Harbin police station to go through the procedures to cancel or shorten the visa for international students in accordance with the documents issued by the relevant departments. And they also tell the international students whose visa has been shortened the relevant matters, check-out procedures from apartment, clear off the tuition fee and accommodation fee, etc. the International Students Accommodation Office will take the responsibilities of supervision for the international students since their visa being shortened.
8.6 If the student whose visa has been shortened is in school, the International Students Accommodation Office shall change his/her visa to the “L” visa valid for 20 days. If the student whose visa has been shortened is not in Harbin Engineering University, the International Students Accommodation Office should inform the student to come to change his/her visa. If the International Students Accommodation Office fails to get in touch with the student for many times, the office should take a written record and report to Exit-Entry Administration Department of Harbin police station to cancel his/her visa and residence permit.
8.7 The international students should be responsible for the expenses of the changes of their visas. And the expenses can also be deducted from the refund and handed to the entry-exit administration office of Harbin Police Station.
9. Others
9.1 The international students should apply for the new visa and residence permit to the International Students Accommodation Office within 15days if there are any changes in the purpose of stay, passport number and accompanying person of passport, etc.
9.2 The visa applicants should be responsible for all the expense of visa (including the transportation fees).
9.3 The international students’ visa will be shortened or cancelled and he will be ordered to exit within a specified period in accordance with the related administrative provisions, if the international students do not register when the semester begins, drop out, suspend schooling or is expelled from the university.
9.4 The international students should go through the procedures of the visa, residence permit and re-entry within one month before the vacation by the end of the semester, because the office will not accept these kinds of applications on vacation. The international students who have completed the final courses and are going to leave school can not extend their visas and they should be responsible for the illegal residence.
9.5 The international students in our school should not take a post or take up an occupation in china. The public security organs will impose punishment in accordance with the laws and regulations on those aliens or responsible persons who unlawfully reside or stay in China or break law in China.
9.6 The Exit-Entry Administration Department of police station have the right to refuse to issue visas and certificates for aliens, and also has the right to revoked or declared invalid the already issued visas and certificates.
9.7 If the international students who hold the “X” visa do not apply for the residence permit within 30 days after arriving in China and the students who hold the “F” visa and resident permit for aliens do not apply for extension before the residence permit expires, they will become the unlawful resident aliens in china. As for the unlawful resident international students, the police station will punish them according to the Detailed Implementation Rules for the Entry Administrative Measures for the aliens. Those who are found to break the rule shall be fined 500 Yuan for every illegal residence day (the total amount should not exceed 5000 Yuan) or a security detention of 3-10 days, and may be ordered to leave China if in a serious case.
9.8 The College of International Cooperative Education will accept the visa application of the international students and their immediate family members. And the validity of the visa and residence permit, the entry time of the visa and the expense of visa application is determined by Exit-Entry Administration Department of police station according to the relevant regulations.

Regulations on Visa Management for Chinese Language Training Students in Harbin Engineering University (HEU)

Administrative Regulations on Visa and Residence Permits for In order to further standardize the Regulations on Visa Management for Chinese Language Training Students, the following Regulations are formulated in accordance with the International Students in Harbin Engineering University and The detailed Implementation Rules for the Administrative Regulations on Visa and Residence Permits for International Students in Harbin Engineering University.
The Visa Application Principles for Chinese Language Training Studentsand universities, will study for 6 months)  1.    (refer to these exchange students, who come from friendship colleges
“L”, “F” or “X” visa held by the Chinese Language Training Students will be unifiedly changed to “F” visa by the Exit-Entry Administration Department of Public Security departments via the university when these students entering the university, and their total entry time is only one and no residence permit for them. The validity of their visa can be extended only once for up to 6 months, and the valid date should not be later than that of the study period and passport validity. The study period for Chinese Language Training Students subjects to their tuition fees payment period.
2.   The residence permit Application Principles and Procedures for the exchange students from friendship colleges and universities whose Study Period is 1 Year (more than 6 months)
2.1 The visa application for the exchange students from friendship colleges and universities is in the light of that of the international degree students. The university will apply residence permit from the Exit-Entry Administration Department of Public Security departments for these students holding L, F or X visa, and their purpose of residence is study. The residence permit can be extended and once for one year and the valid date should not be later than that of their university study period and visa validity. 2.2 The name list of exchange students from friendship colleges and universities will be reaffirmed by International Students Education Office. Their study period subjects to the Document (about Receiving International Students Coming for Study) of Harbin Engineering University.
2.3  According to the regulations on Residence Permit, Visa Application for Study in China (JW201) and the verification of the Physical Examination Record for Foreigner of the Exit-entry Inspection and Quarantine of the People’s Republic should be provided by the exchange students from friendship colleges and universities when applying for Residence Permit.
3.    The Visa Application Procedures for the Chinese Language Training Students who will Study for Next Semester
3.1 The visa application for the Chinese Language Training Students who will study for next semester begins on May 15 and November 15 respectively each year. The International Students Education Office will inform the Chinese Language Training Students that the students who want to study for next semester should go to the International Students Accommodation Office to pay the tuition fee. The payment deadline is June 15 and December 15 respectively.
3.2 The International Students Accommodation Office takes the individual cases management method and adheres to a principle of “to prepare the visa application materials as soon as the tuition fee is paid”. The Chinese Language Training Students who will study for next semester will be arranged to the exit-entry administration department of local public security apartment to go through the visa extension procedures fromJune 25 to June 30 and December 25 to December 30 each year.
3.3 The college will not do the visa extension application procedures for the Chinese Language Training Students who do not pay the tuition fee before the payment deadline.
3.4 The college will not do the visa extension application procedures for these students who are identified as unqualified for further study by the college even though they have paid tuition fee before the payment deadline, and the tuition fee they have paid in advance will be returned.
4.       The Payment Requirements for the Chinese Language Training Students
4.1 The Chinese Language Training Students who want to continue to study for next semester should go to the International Students’ Accommodation Office to pay all the tuition fee and accommodation fee for the vocation and next semester before the payment deadline (June 15 and December 15 respectively each year);
4.2 As for The Chinese Language Training Students who have troubles paying their tuition fee should pay at least half of all tuition fees before the payment deadline (June 15 and December 15 each year);
4.3 The college will go through the visa extension application procedures for the students who have paid more than 1/2 of their tuition fee (including 1/2 tuition fee) and their visa extension period shall be in consistence with the tuition payment term;
4.4 The visa extension application for next semester of the Chinese Language Training Students who pay less than 1/2 of their tuition fee will not be accepted by the International Students Accommodation Office;
4.5  As for the Chinese Language Training Students who do not pay the relevant fees before the payment deadline or their visa extension application for next semester is not accepted by the International Students Accommodation Office due to their payment of less than 1/2 of their tuition fee, if they want to continue to study for next semester and are also identified as the qualified students by the college. They should go through the visa formalities following the visa procedures for the new students. 5.    Visa Validity and Study Period
5.1 Visa Validity of the Chinese Language Training Students is 10-day longer than their study period.
5.2 Visa Validity period of the exchange students from friendship colleges and universities is 20-day longer than their study period.

6.    The Visa Application Procedures for the Chinese Language Training Students Who will Upgraded to the Undergraduate
6.1 The International students should present the following materials at a time:
a. Admission Notice (mark “X” Visa)
b. Admitted writing (affix the seal of Heilongjiang Provincial Department of Education and Heilongjiang People’s foreign affairs office of the government)
c. 202 Form (stamp an official seal of Heilongjiang Provincial Department of Education and the Foreign Affairs Office of Heilongjiang Province)
6.2  Transaction Period
The application work will be finished within 14 working days from the day that the teacher who is responsible for visa in College of International Cooperative Education accept the above materials presented at a time.

Implementing Measures of Insurance for the International Students in Harbin Engineering University (HEU)

Chapter one: General Principles
Article 1: In order to adapt to the demands of the rapid development of the enterprise of international students’ coming to China to study and optimize their educational environment, the following measures have been formulated in accordance with the spirit of The Interim Provisions of Institution of Higher Education on the Requirements for the International Students to buy Insurance (Jiaowailai [2007] No.1078).
Article 2: The international students refer to the abroad students who has been approved and enrolled in our university (HEU).Chapter two: to Buy Insurance
Article 3: It is a common international practice to require the international students to buy medical insurance in the destination country for study. Because the coverage of the medical insurance that the international students buy from the insurance companies in their own countries are different, moreover maybe the insurance companies of their own countries do not establish the representative office in their destination countries for study and so it is possible that the claims procedures become complicated or even the claims becomes impossible at all. Therefore, currently it is an essential requirement in most developed countries that the international students should buy medical insurance in their destination countries for study.
Article 4: In order to ensure that the international students keep health and successfully complete their studies, the international students come to study in HEU must buy the Comprehensive Medical Insurance for International Students in China (Group Insurance) which is taken as one of the necessary materials for international students to register for the new school year. The insurance for the international students includes the following four parts: group safety insurance, group additional accident injury medical treatment insurance, group hospitalization medical insurance and group major medical insurance.
Article 5: China Ping An Pension Insurance Co., Ltd Beijing Branch, which is accepted by the China Insurance Regulatory Commission (CIRC) as the Life Insurance Company, is responsible for the insurance for all of the international students studying in our university (HEU).
Article 6: When the international students come to our university (HEU), the teachers in the International Students Accommodation Office will explain to international students the necessity to buy insurance so as to raise their insurance awareness.
Chapter three: Group Comprehensive Insurance for the International Students
Article 7: The advantages of the group comprehensive insurance for the international students are as follows:
(1) This insurance is designed with negotiation between the Ministry of Education and Ping An Insurance Company and is the first Medicare insurance program for the international students who come to study in china. This program is boosted by the government and so is of good credibility;
(2) It is very convenient to buy this kind of insurance and claim indemnity;
(3) The Insurance coverage is so extensive that it includes Death insurance, Accidental disability insurance, Medical Insurance for Accidental Injury, Hospitalization and Medical Insurance and group major medical expense policy.
Article 8: Insurance fee: 300 Yuan RMB /person/half a year, 600 Yuan RMB/person/ a year.
Chapter four: The Insurance Procedures
Article 9: The international students should pay the relevant fees such as insurance fee, tuition fee together with the accommodation fee in the first two weeks when they come to china. The insurance will come into effect after seven days as of paying the insurance fee.
Article 10: Chinese government will pay the comprehensive insurance fee for the Chinese government scholarship students.
Article 11: The International Students Accommodation Office will contact with the china Ping An Pension Insurance Co., Ltd Beijing Branch to go through the insurance procedures for the international students. The teachers in the International Students Accommodation Office know well about the period of the insurance, the payment method of the insurance fee, the particulars of insured liability and the claims procedures and they will explain all of these to the international students clearly.
Chapter five: Claims Procedures
Article 12: The International Students Accommodation Office will give assistance to the international students to claim indemnity from the insurance company when the insurance event occurs.
Article 13: If relating to receiving inpatient treatment, the International Students Accommodation Office will give guidance to the international students about the choice of the hospital and ward, the medicines and the physical examination scope, the diagnosis of the medical records and the collection of treatment receipt(s), etc.
Article 14: The International Students Accommodation Office will give assistance to the international students to take necessary measures to preserve the evidence of insurance claims.
Article 15: According to the relevant provisions of the comprehensive insurance for the international students, the insurance company will be exempted from the insurance liabilities in any of the following behaviors:
(1) Deliberate killing or injury conducted by the policy-holder or beneficiary to the Insured;
(2) Intentional crime or resistance to being arrested, commit suicide or deliberate self-harm on the part of the Insured;
(3) Fighting, drunkenness and active taking, sucking or injection of drugs on the part of the Insured;
(4) Driving under the influence, driving without a legal and valid driving license or driving a motor vehicle without a valid driving license on the part of the Insured;
(5) Medical accident occurring to the Insured because of cosmetic surgery or other surgical operations;
(6) Expenses of orthopaedics, face-lift or rehabilitation therapy received by the Insurer;
(7) Charge of Registration, food, accompanying accommodation, heating and transportation, etc. on the part of the Insured;
(8) Items and drugs at private expense stipulated by medical treatment on public expense department;
(9) Taking, application or injection of medicine without the permission of doctor on the part of the Insurer;
(10) War, military conflict, riot or armed rebellion;
(11) Nuclear explosion, nuclear radiation or nuclear pollution;
(12) Previous disease, mental disease, Acquired Immune Deficiency Syndrome (AIDS), Venereal Disease (VD), congenital disease before the first application for insurance;
(13) Medical expenses incurred outside the Chinese mainland;
(14) Pregnancy, miscarriage or delivery on the part of the Insured;
(15) Clinical expenses for disease treatment on the part of the Insured.
Chapter six: Supplementary Provisions
Article 15: These measures shall come into force as of the promulgation and shall be explained by the International Students Accommodation Office.
