About HEU

 Harbin Engineering University (HEU) sits at the scenic Songhua River in the ice city of Harbin in Northeast China. The predecessor of HEU, the PLA Military Engineering Institute was established in 1953. In 1970, with the original military relations academicians from the Naval Engineering Department of the PLA Military Engineering Institute and some staff from other departments, Harbin Shipbuilding Engineering Institute (HSEI) was established at the original site. In 1978, HSEI was listed as one of the key institutes by the State Council. In 1982, it gained the right to confer doctorate and master degree among the first. In 1994, HSEI was renamed as Harbin Engineering University (HEU), which later was listed as one of the key universities being enhanced by the first batch of the '211 Project' in 1996. In 2002, the Commission of Science Technology and Industry for National Defense and the People's Government of Heilongjiang Province signed an agreement to jointly construct this university, and in the same year the Graduate School of HEU was approved for review by the Ministry of Education of the State Council. In 2003 the Ministry of Science and Technology and Ministry of Education approved the construction of a national University Science Park within HEU. In 2007, the Commission of Science Technology and Industry for National Defense, the Ministry of Education, the People's Government of Heilongjiang Province and the Navy agreed to jointly construct this university. The same year, the Graduate School of HEU was approved by the Ministry of Education. In 2011 it entered into the rank of the national "985 Project" with its advanced discipline innovation platform. At present, subordinating to the Ministry of Industry and Information Technology, HEU is an important base for talent cultivation and scientific research in the fields of ship industry, marine equipment, marine engineering and nuclear application.

The total area of HEU is 1,256,100 square meters, with a building floor area of 1,035,400 square meters. The architectures on campus combine both the Chinese and Western elements, solemn and magnificent. The university is comprised of 16 colleges and departments/centers. There are over 40 research institutes and more than 150 research and teaching laboratories, including: 2 National key laboratories, 1 National Engineering Laboratories, 3 international scientific and technological cooperation bases, 5 key laboratories of the Ministry of Industry and Information Technology, 2 key discipline laboratories of national defense, 5 key laboratories and engineering research centers of the Ministry of Education, 3 national subject innovation bases for introducing talent, 1 national electric and electronics teaching base, 7 national experiment teaching centers, 3 national virtual simulation experiment and teaching centers, 1 national culture and quality education base for college students. The total value of fixed assets is RMB 3,680,000,000. There are 2,260,900 books in the library.

HEU has formed a well-structured curriculum that is characterized by the main subjects as well as distinctive, related disciplines with matching support and reasonable structural layout. At present, there are 12 first-degree doctoral stations, 29 first-degree master stations, 34 under graduate majors, 12 post-doctoral mobile stations and 2 post-doctoral research stations. There are 1 national key discipline of the first-degree subject, 1 national key discipline of the second-degree subject, 7 "Eleventh Five-Year Plan" defense featured subjects, 7 special defense disciplines, 4trialsof thecomprehensive disciplinereformof the Ministry of Education, 1 Heilongjiang provincial key discipline group, and 11 first-degree subjects. “Modern ships and deep ocean engineering” ranks in the “advanced discipline innovation platform”. And the disciplines of material science, engineering, and chemistry rank at the top 1% around the world.

HEU possesses teaching and administrative staff of 306 persons, including: 1803 full-time teaching staff, 1062 professors and associate professors. Among the highly qualified staff, there are 8 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, 477 doctoral advisors, more than 100 experts enjoying special government allowances,  10 talents of the Recruitment Program of Global Experts, 2 Young science and technology innovation leaders in the National High-level personnel of special support program, 1 national distinguished teacher, 5 national outstanding young experts, 4 distinguished professors and 3 chair professors in the "Yangtse River Scholar Bonus Programs" , 1 national outstanding young experts, one achiever for the National Science Fund for distinguished young people, 2 achievers for National Outstanding Youth Fund, 21 candidates of "Program for New Century Excellent Talents" supported by Ministry of Education, 2 Innovation Teams of Ministry of Education, and 6 national defense science and technology innovation teams.

There are 28278 students on campus, including 15124 full-time undergraduates, 7759 full-time postgraduates and 1348 foreign students. Of all the colleges and universities, HEU is selected among the first involving in the "Excellence Engineer Education Program". HEU is also listed in the "Twenty-first Century Talents and Army Strengthening  Plan" by the Ministry of education, the General Political Department. It is the only one university from in which the Navy selects and train reserve officers in the northeast China.

Around the motive of improving the quality of talent training, HEU intends to fully implement the fundamental task of moral education, deepen the reform of innovation and entrepreneurship education, promote the integration of information technology and teaching, push forward the process of internationalization, and make great efforts in cultivating first class engineers, industry leading talents and scientists with “broad horizon, thick foundation, strong ability, excellent quality and application-oriented aim”. In recent years, students have achieved thousands of awards in various international and domestic competitions, such as "Internet+" Chinese College Students' Innovation and Entrepreneurship Competition, "Challenge Cup" National University Students Extracurricular Academic and Technical Work Contest, National College Students Annual Meeting on Creation and Entrepreneurship, “Creation of Youth” National College Students Entrepreneurship Competition, International Unmanned Underwater Robot Contest, etc. “E-We” Robots Innovation Team and “Chuangyi” Innovation Team has won the title of “Xiaoping Technical Innovation Team” for college students. In addition, “Alliance of College Students Entrepreneurship” has won the title of “Top Ten National KAB Entrepreneurship clubs” for five consecutive years. And College of Entrepreneurship Education was even founded in 2011. HEU has been awarded the titles of “Science and Technology Innovation Demonstration Base for Chinese Youth”, “National May Fourth Red-banner Youth League Model”, “National Advanced Collective for Youth Employment and Entrepreneurship Education”, “National Popular Science Education Base”, etc. The employment rate of undergraduate and graduate students has remained above 90%, ranking the first in Heilongjiang for ten consecutive years and becoming one of the 50 typical experienced universities for graduates employment in the country. Hundreds of outstanding doctoral dissertations and nominations account for 40% of the total awards on the discipline of ship and ocean engineering, And the number of outstanding master's thesis has ranked first in Heilongjiang for two consecutive years. "Application-oriented" graduates are widely welcomed acclaimed by employers. In 2009, HEU was awarded National Advanced Collective for University Employment Work. After the award of “Excellence” in 2006 in the undergraduates education assessment by the Ministry of Education, HEU won two other “Excellence” awards for graduates education and university running standard improvement respectively by the Ministry of Industry and Information Technology in 2009 and 2010. Since its founding, HEU has cultivated more than 120,000 highly specialized personnel in numerous fields, including more than 200 generals, ministers, governors and academicians, as well as over 2000 technology experts and senior management personnel in colleges and universities, research institutes and large and medium-sized enterprises. They have made important contributions to the modernization of national defense and China’s economic and social development.

HEU has always attached great importance to the tradition of scientific research. The school is well-known not only for the first experimental submarine, the first hydrofoil craft, the first shipboard computer, the first swath bathymeter set and dozens of other major gap-filling scientific research breakthroughs, but also for being the best in the world with several achievements such as duplex submersible vehicles, hovercrafts and gradient velocimeters. The university maintains strong technical knowledge in the shipping, ocean and nuclear fields. Its  vibration and noise reduction, ship stability, marine power, integrated navigation,, acoustic positioning, underwater detection, nuclear power simulation, large ship simulation verification, and trimaran design have occupied advanced domestic and international positions, leading HEU to become one of the main forces in the basic and applied research of China's ship science and technology. It is renowned for providing advanced technology and equipment for the Navy and being a reliable resource for developers of high-tech marine equipment in China. At present, HEU is one of the design, research and development institutes in China for the 3000-meter deep semi submersible drilling platform, which is the core of deep-sea oil and gas development, and also for design and research of 3000-meter  deepwater hoisting and piping ship. It is also plays a  leading role in three of the six systems about “Deep-sea Space Station Project”, acts as the provider of domestic navigation and positioning system and equipment for the 7000-meter deep “Jiaolong” manned submarine, and sustains comprehensive basic technique support for the development of new ship types and deep-ocean engineering equipment, such as China’s first trimaran rescue boat, container ship of 10000 tons load, and jack up drilling platform, etc. Since the “11th Five-Year Plan”, HEU has undertook a series of important national science and technology projects, national defense “973 Plan” and “863 Plan”, national defense pre-research and model projects, etc, obtaining more than 260 science and technology provincial and ministerial awards. The five ministries, including the Organization Department of the Central Committee of the CPC and the General Armament Department, jointly awarded the "outstanding contribution award for the development and construction of high-tech weapons and equipment" and the "outstanding contribution award for aircraft carrier construction". The research and product quality management has achieved ISO9000 quality system certification. Moreover, HEU is the first domestic university which passed through the “dual authentication”. The leading work in the establishment of “deep-sea engineering and high-tech ship” and the Collaborative Innovation Center of “nuclear safety and simulation technology” was identified by the Ministry of Industry and Information Technology. In addition, the Collaborative Innovation Center of “marine power” and “advanced marine materials” was indentified by Heilongjiang province. A national university scientific and technology park is set in HEU, which was awarded “national-level scientific and technological enterprise incubator”. The funds allocated to science and technology here added up to more than RMB 1,028,000,000.

HEU adheres to an internationalized and open education. It took the lead in setting up the International Innovation and Cooperation in Naval Architecture and Marine Engineering Alliance (ICNAME). In addition, it has established a good and stable relationship with more than 100  universities, institutes, organizations and enterprises around the word, including the University of California Berkeley, University of Michigan, Texas A&M University, University of Southampton, University of Sydney, Bauman Moscow State Technical University, International Atomic Energy Agency and the world's five major classification societies. HEU implements some projects as “National Government Scholarship”, “ National Scholarship for Building High Level University”, “International Cooperation project of Innovative Talents Cultivation”, “Outstanding Undergraduate International Exchange”, etc., and has won the title of “Advanced Collective for the Work for International Students in China”. In 2012, HEU jointly established a Confucius Institute with Ukraine Southern Normal University. It provides financial support for more than 400 teachers for study and lecture abroad or research cooperation. Meanwhile, more than 500 students are sent to international famous universities for exchange, study and visit.

Over the past 60 years, HEU encourages students to uphold and carry forward the legacy of the older generation of revolutionaries who advocate "the military spirit" of the original Harbin Institute of Military Engineering. The spiritual pursuit of “motherland need first, national defense mission first, and people’s satisfaction first” was thus formed. And this spirit is condensed to the university motto "academic excellence-pursuit of truth" and the university values of loyalty, fortitude, solidarity, creativity”, the “rigorous and strict” teaching style, and “rigorous, realistic, diligent and innovative” learning style. At the moment, HEU shoulders the mission of serving to China’s industrialization, informationization, and modernization of national defense. With the "double top" construction as a guide, we would unswervingly take the road of content development to constantly improve the quality and level of education. In addition, with the national strategic opportunities in the field of “ship, marine and nuclear”, we would strengthen our features by inheritance and innovation, being people-oriented and developing scientifically, and finally stepping into the ranks High level research universities with our distinctive features.
